R. Thom Hess

Thom Hess entered the environmental field in 1984, beginning as an Industrial Hygienist performing asbestos surveys, site monitoring, and project compliance oversight of projects in the United States and abroad. In 1990, he founded ACM Services, Inc. as President and Chief Executive Officer and is responsible for the general supervision and control of all business activities. Thom oversees all operational duties and is involved in many phases of each project. His environmental career encompasses over 30 years of asbestos abatement, demolition, construction, and project engineering for private, local, state, and federal agencies.
Thom holds five environmental licenses and certifications, including Management Planner & PLM Microscopy.
Kyle Neubauer

Kyle Neubauer is the Chief Operating Officer at ACM Services, Inc., where he has played a pivotal role in the company’s growth and success since joining in 2001. A graduate of Western Maryland College, Kyle began his career with ACM Services as an Assistant Project Manager. In 2003, Kyle advanced to Estimator/Project Manager, serving clients with valued solutions to complex projects involving; lead-paint removal, asbestos abatement, mold remediation, demolition, turnkey renovations, and hazardous waste reclamation. During this time, he developed leadership skills, and grew relationships with valued clients and trusted industry partners.
In 2018, Kyle advanced to Environmental Division Manager. In this role, he advanced systems and processes, team structure, and succession plans that sparked growth and engagement with new clients, expanded service capabilities, and increased revenue.
In 2022, Kyle advanced to Chief Operating Officer. In his capacity as COO, Kyle is responsible for managing the day-to-day operations of the organization, ensuring that all internal and external processes are effective and efficient. Kyle represents and promotes ACM’s culture and commitment to excellence, which resonates throughout ACM, and serves clients with industry leading safety, compliance, and quality performance.
Kyle holds eight environmental licenses and certifications.
Dale R. McGuire
Vice President

Beginning with his service in the United States Air Force (USAF), Dale has been in the environmental/construction industry since 1977. As Vice President for ACM Services, he is responsible for overseeing all operational tasks and is involved in every facet of the project lifecycle, from bidding to closeout. His career encompasses 30 years of environmental/construction supervision for private, local, state, and federal agencies. He is experienced in multiple task order and large-scale projects. Dale holds a degree from the University of Maryland, and is currently working toward his master’s degree. Dale received an honorable discharge from the USAF in 1982. Dale holds 17 environmental licenses and certifications, including Inspector & Management Planner.
Laxman Mahar

Laxman joined ACM in 2019 and currently serves as the Chief Accounting Officer. He brings to the company years of progressive finance and accounting knowledge, with specialization in the construction industry. Laxman has extensive experience with corporate accounting, job costing, financial planning, analysis, and financial reporting. His experience includes ten years as a Business Manager with Balfour Beatty Infrastructure, Inc. and its subsidiary, and three years as Accounting Manager with M.C. Dean, Inc. As the Chief Accounting Officer at ACM Services, Laxman handles all accounting and financial matters, including oversight of the accounting team and regulatory compliance. Laxman has a bachelor’s degree in finance (Mumbai, India) and is a Certified Public Accountant.

Justin grew up in Maryland and recently moved back to the area after spending five years in Bend, Oregon. Prior to joining ACM Services, Justin spent eleven years in the disaster restoration industry. Justin enjoys focusing on the customer experience and providing a gratifying outcome to every project him or his team is involved with. When not working, Justin enjoys playing guitar, fishing, or spending time with his wife Amanda and his dog Boh.
Kevin Rogers

Born and raised in New Jersey, and after graduating from Elon College in North Carolina in 1999, Kevin began his construction career in the field as a commercial Superintendent and gradually moved through the ranks to Senior Regional Operations Manager at his most recent firm. Kevin then transitioned from commercial general contracting to the subcontractor world, serving as the Demolition Division Manager at ACM Services, Inc. in 2023. Kevin’s project experience spans small retail construction to large national retail and hospitality projects, with a focus on diverse projects across multiple states. Kevin holds several professional certificates, including OSHA 10, OSHA 30, and multiple Procore certificates. In his free time, Kevin enjoys spending time with his two college-aged children, hunting, fishing, playing sports, boating, and engaging in other outdoor activities, such as pickleball. Kevin is also a Veteran of the US Army Reserve.
Gary Scholze

Gary graduated from Slippery Rock University of Pennsylvania with a Bachelor of Science degree in Environmental Studies. He began his environmental career in 1987 as an Industrial Hygienist, performing a variety of workplace environmental surveys such as asbestos assessments and air sampling, indoor air quality (IAQ) studies, noise dosimetry, water testing, and chemical exposure sampling. In 1989, he moved into the demolition and abatement industry for 24 years, holding positions as Construction Manager, Operations Manager, General Superintendent, and lastly, Branch Health and Safety Officer.
At ACM Services, Gary currently reports directly to the President, Vice President, and Operations Manager. Duties include enforcement of the company’s safety program, Occupational Safety and Health Administration (OSHA) compliance, safety inspections involving job site visits, training, Activity Hazard Analysis/Job Hazard Analysis (AHA/JHA) preparation, development of job-specific Health and Safety Plans (HASPs), and other duties that would help enhance ACM’s continued effort to provide a safe working environment for all of its employees, customers, and the surrounding public.
Gary holds training certifications in asbestos, lead, Hazardous Waste Operations and Emergency Response (HASWOPER), OSHA 30, and PCM Microscopy.
Susan Hix

Susan joined ACM in 2011, bringing with her 20 years of accounting experience. She has served as a Controller for industries including IT, construction, restaurant, and logistics. This experience has given her an array of accounting knowledge. She received her Accounting degree from Towson University and is a Certified Public Accountant (CPA). Susan is responsible for day-to-day accounting activities including account receivable, account payable, payroll and human resources.

Justin began his career as a marketing specialist in Frederick, Maryland, and joined ACM Services, Inc. in 2024 as the Marketing Manager. With over five years of experience in digital marketing and marketing best practices, he continues to drive innovative marketing strategies for ACM. With a proven track record in digital marketing, social media management, and graphic design, Justin leverages digital platforms to drive brand awareness and engagement. His strong analytical skills and deep understanding of consumer behavior enable him to develop effective marketing campaigns that resonate with target audiences, contributing to business growth and customer engagement. In his free time, Justin enjoys cooking, hiking, fishing, golfing, and watching the Philadelphia Eagles.
Brandon Shackett

Brandon, a Maryland native, recently returned from Colorado, where he spent three years in the Denver Metro area. Before joining ACM, he accumulated eight years of experience in the disaster restoration industry, where he honed his skills in project management and team leadership. Additionally, he served as the Regional Maintenance Director for a property management company, overseeing operations across the DC, MD, VA, and DE regions.
He takes great pride in ensuring customer satisfaction and delivering exceptional experiences for his team and clients throughout every project. Outside of work, he enjoys bodybuilding, outdoor activities, and spending quality time with friends and family.
Cathleen brings over 20 years of experience in full-cycle recruiting and human resources, with expertise in talent acquisition, employee relations, workforce planning, and HR operations. As an HR Business Partner, she has successfully aligned hiring strategies with organizational goals, supported performance management, and led efforts to enhance employee engagement and retention.
Her background spans industries such as manufacturing, construction, financial services, data analytics, government contracting, and R&D. Known for building high-performing teams and optimizing HR processes, Cathleen is a trusted partner who balances strategic vision with hands-on execution.
She holds a B.A. in Sociology with a concentration in Criminal Justice from Mount Saint Mary’s University. A Montgomery County native, Cathleen now lives in Frederick, Maryland with her husband Henry, their two children, and their dog Macy. In her free time, she enjoys playing pickleball, spending time with family and friends, and cheering on her son at sporting events.

With six years of service in the United States Army, Destiny brings extensive experience in supply chain management and logistics. Throughout her career, she has developed expertise in SAP and ERP systems, fleet management, financial oversight, and managing domestic and international logistical operations valued at over $100 million. Her attention to detail and strategic approach ensure efficiency in procurement and logistics at ACM. Outside of work, Destiny enjoys cooking, traveling, and spending quality time with her two children.

Evelyn began working for ACM Services in 2009 as an Administrative Assistant; where she utilized her degree and previous experience to support and perform a variety of administrative tasks. Through years of experience and dedicated performance, Evelyn was promoted to Office Manager. As Office Manager, Evelyn is responsible for all office procedures and uses her organizational skills to ensure smooth operations in a busy work environment. In addition to the traditional tasks of an Office Manager, Evelyn renews ACM’s company business and environmental licenses, tracks and maintains personnel training certifications and trade licenses, and generates final reports for completed abatement and demolition projects. Since Evelyn joined ACM, she has been instrumental in communicating day-to-day operations between office and field staff. Evelyn is a Certified Spanish-English Interpreter.

Jose joined ACM Services in 2012 as a Supervisor and in 2020 was promoted to our Production Manager.
Barr Huefner joins ACM Services as the Operations Manager for our North Carolina branch. With 25 years of experience in residential, commercial, and renewable-energy construction, Barr is a proven operations leader known for strong project execution, team management, and client-focused service. He has led high-volume construction and solar installation teams at Tesla Energy and Vivint Solar, driving growth, improving scheduling efficiency, and strengthening cross-department coordination. A licensed general contractor and former owner of a successful remodeling firm, Barr has managed multimillion-dollar projects from proposal through completion, ensuring quality, budget alignment, and customer satisfaction. Barr is valued for his clear communication, ability to anticipate stakeholder needs, and leadership in fast-paced technical environments. Outside of work, he enjoys spending time with his family and exploring the outdoors.

Brandon Coleman joins ACM Services, Inc. as an Environmental Project Manager with over a decade of experience in disaster restoration and asbestos abatement. A Bend, Oregon native, Brandon began his career in heavy equipment operation before moving into disaster restoration in Las Vegas. He later returned to Oregon, where he spent the last 10 years growing his expertise and serving as an asbestos abatement Project Manager for five years.
Driven, goal-oriented, and always eager to learn, Brandon is committed to delivering exceptional service and project quality. Outside of work, he enjoys the outdoor lifestyle and spending time at the drift track with his son.

His academic focus included sustainable and environmental design, with an emphasis on adaptive reuse and biophilic design principles. Crhisst brings a strong enthusiasm for continuous learning and growth in the field. Outside of work, he enjoys outdoor activities, photography, traveling, and exploring new restaurants.
Dan Gamage

Dan began his environmental career as an asbestos and lead inspector in 2005 working in Ohio, Colorado, and Michigan as a lead inspector for the Department of Housing and Urban Development. In 2009, he was assigned to work at the International Monetary Fund headquarters performing mold inspections and air sampling for airborne mold spores. In 2014 and 2015, Dan performed silica testing for the Architect of the Capitol at the capitol building’s complex in, Washington, DC. Before joining ACM Services, Dan worked as an independent consultant for several industrial hygiene companies, performing asbestos and lead inspections as well as asbestos project monitoring and air sampling.

Gilbert Padilla is a Senior Project Manager and Estimator in the Environmental Division with over 30 years of experience in asbestos, lead, and mold remediation. Originally based in New York, he has successfully completed more than 2,000 projects, primarily for government agencies. Known for his people-first approach, Gilbert values professionalism, respect, and integrity in every interaction. Outside of work, he enjoys spending time with his grandchildren and is a competitive shooter in the Steel Challenge and Rimfire Challenge disciplines. He holds a Range Safety Officer certification and volunteers as a youth coach, combining his passion for mentorship and safety.

Over her career, Heidi successfully built over 300 homes throughout Maryland. She transitioned to the abatement and demolition industry in 2016, specializing in asbestos abatement, mold remediation, and mid-scale demo projects. In 2020, Heidi brought her expertise to ACM, where she serves as a Residential Project Manager/Estimator. At ACM, she has developed strong relationships with residential customers and builders, ensuring the safe and compliant removal of hazardous materials from all of her projects. Heidi’s diverse background reflects her commitment and ability to adapt to various challenges in the construction and environmental industries.

John McGraw

John McGraw holds a Bachelor’s in Sociology and a Master’s in Environmental Policy and Management. With extensive experience in environmental and construction projects, he has expertise in lead paint removal, asbestos abatement, mold remediation, and hazardous waste reclamation.
John began his career in construction, later transitioning to the environmental field in 2008 as an Industrial Hygienist. He then joined URS Corporation (now AECOM) as an Environmental Scientist in 2010, focusing on OSHA compliance, soil testing, and hazardous waste management.
In 2011, John joined ACM Services, Inc., advancing to Project Manager in 2013 and Senior Project Manager in 2023. He specializes in managing large-scale projects and is well-versed in NESHAPs, OSHA, AHERA, RCRA, and CERCLA regulations.

Michael Heywood

Mike graduated from Virginia Tech with a Bachelor of Science degree in Civil Engineering. He began his career as a lead and asbestos inspector for an environmental remediation firm in Richmond, Virginia. After several years in the field, Mike was promoted to Estimator/Project Manager and temporarily relocated to the Washington, DC, area to manage a four-year renovation project at the U.S. Environmental Protection Agency’s new headquarters. Upon completion of this project, Mike relocated permanently to the DC area and was offered a new position as the Senior Project Manager and Demolition Estimator for a nationwide demolition and environmental remediation firm.
Mike is currently a Demolition Estimator and Project Manager at ACM Services and is responsible for turnkey estimating and project management of demolition projects in the DC Metro area. His weekly duties include attendance at pre-bid meetings, quantity takeoffs, estimate preparation, submission of bid proposals, and pricing negotiations.

Michael McLaughlin joined ACM in 2023 as a project administrator. His 25 years of experience in customer service and quality management has made him very comfortable performing in high-pressure, fast-paced environments that require careful attention to detail.
His responsibilities at ACM include assisting Project Managers with start ups, kick offs, attending walk-throughs, and setting up IH’s.
In his free time, Michael enjoys Coaching and watching his kids play multiple sports. Spending free time with Family and friends, Cooking, meeting new people.

Natalia brings over a decade of experience in the restoration industry to her role as Project Manager in ACM Services’ Residential Division. She is a certified water restoration and biohazard management specialist with a strong background in construction and hazardous material abatement, including lead and asbestos removal. Natalia’s attention to detail and industry expertise ensure that every project is handled with the highest standards of safety, efficiency, and care.
Outside of work, Natalia enjoys spending quality time with her son and their dog. She has a passion for cooking, hosting friends, and relaxing by the ocean. Whether it’s a day at the beach or a family gathering, Natalia values meaningful moments with the people—and pets—she cares about most.

Velckys has nearly a decade of logistics experience from her time served in the U.S. Marine Corps and working at the Department of State. She is beginning her tenure at ACM Services as a Project Administrator for the Demolition Division, where she brings a wealth of knowledge in managing manpower, creating spreadsheets, and exercising organizational skills necessary to maintain proper records for demolition projects.
